The Vietnamese Government has issued Decree No. 365/2026/ND-CP on rice export and import business, which will take effect on October 1, 2026. The new decree simplifies several business conditions to facilitate market participation for rice exporters.
Under the new regulations, rice exporters must have at least one dedicated rice storage facility and one rice milling facility, which may be owned or leased under a written agreement. Exporters of organic rice, parboiled rice, and micronutrient-fortified rice are exempt from certain business conditions and certificate requirements.
The decree also streamlines licensing and reporting procedures while updating the regulatory framework for rice import and export activities.
